surface contour labels

I've created my Label Style and set my labels to come in on a particular layer and when I create the Label they still come on the NCS layer C-TOPO-TEXT. I've tried everything I know. If any one can help with this please do! Thanks in advance

If any one can help with this please do! Thanks in advanceContour labels are Surface labels. Surface labels are set to go to specific layers, no matter what kind of label it is. Grid & TIN surface label layers can be set differently, both of these are set under the Object Layer Properties of the Drawing's settings in Toolspace.
