Personally, I reassign many of the function keys to provide combinations of OSnap overrides.

I bought a five-button mouse and assigned the OSNAP pop-up to the fifth button. I found that more efficient even before the advent of the ribbon.
You could create a ribbon panel with a drop-down button or split-button that has an override tool for each OSNAP mode, put that panel on a ribbon tab, and then tear-off that panel to have a floating panel that is always available (similar to a toolbar). If you use the out-of-the-box View panel that way already, you might want to add that OSNAP override button there, instead of creating a new floating panel.
You could also set up a custom partial CUI that has a toolbar defined within in that has the OSNAP overrides you want on it (directly, or as a flyout). That may be heresy, but it can be done. I have a custom partial CUI that started out life as a custom partial menu in R14 that has a toolbar with some custom stuff and a few OOTB things in a handier location. Someday I will get around to evaluating whether I still really need all of those things, and, assuming some still have value, deciding whether I should port them over to a custom ribbon tab. Most likely I will eventually do that, just to learn how.
