Associate Scaling of Tags

Is there a way to have the tags (room & door) automatically scaled like you can text? I'm am working in 2009

I think I figured it out by editing the block and going to the properties where there is an option for associate HOWEVER when I do that it has been adjusting the scale of my old blocks and they come in at a different scale than they used to. Any idea how to solve this?
