I've tried searching the forums but haven't come across this issue exactly:

Is there a way to enable the snap points in a multi-view block? A regular block reference snaps just fine, but I get 0 snap points in a multi-view block reference.
I have a feeling I'm going to be SOL on this one.

In the Options dialog, on the AEC Editor tab, in the Optimize for Speed area, is there a check mark next to Object Snap? (In 2010, that is the only item in the area.) If so, clear the check mark and you should find that Object Snaps will work on Multi-View Blocks.

Oddly, even with Optimize for Speed unchecked, if the view block is assigned to the Plan Display Representation, rather than the General Display Representation, and you are in a Top view, the only OSNAP setting that seems to be respected is INT. Change to another view, such as one of the isometric views, and the other snaps work again. Very odd. (This limitation also does not extend to the Plan High Detail or Plan Low Detail Display Representations, which would typically be used in conjunction with the Plan Display Representation to display a single Multi-View Block at three levels of plan detail.)

Bingo.
Its was the Plan Display Representation, and I would have never realized it since I only use MView Blocks for Plan linework. Thanks!
