Linking Central to Central

I have students trying to link a central file (the building) into another central file (the site). We are running into permission issues. Am I (the teacher) missing something?

Was the central file renamed? Try opening the building central but detach it so that you can rename it as something else....be sure to save all worksets, etc...then try again
