How could I put a solid block behind my dim text the same color as the background to make dims going over objects more legible

If you are using 2005, it is in the dimension style dialog, under the text tab, set fill color to background. I don't know if this was available prior to 2005.

I tried that and it only works on leaders and radius dims. I would like it to do the same for polar and aligned dimensions as well any input is greatly appreciated.

The old way was to use WIPEOUTS

Check your dim style. Mine works for all types of dimensions. You dimstyle might have "child" styles for your aligned and polar dims that are overriding your main dim style.
