Save changes to layout ACad 2000i

I have noticed a intermittent issue when attempting to plot. Sometimes I select a different CTB (defualt is MONO and I select COLOR). The print comes out in MONO. The only way I can get the selection to print using the COLOR CTB is to select the "Save changes to layout" check-box. Is this a bug? Any suggestions ?

No Joe not a bug.

If you used Page Setup and NOT plot the changes would automatically be
saved and applied to the layout in question.

Using the PLOT command is more or less a temporary look at the page setup.
