LISP to enclose text w/ object

I'm running LD Civil 2004 and when I loaded the express tools that came bundled I lost one of my favorite commands in express tools. Is there a Lisp routine that replaces the previous express tool for enclosing text w/ slots & circles variable to offset text size?

Thats strange. I'm running map 2005 and the command is there. Have you tried typing it into the command line? The command is tcircle.

I've tried to find this command under Land Enabled Map for Civil 2004 and it runs off the same express tools as those found in LD Civil 2004. The result is the same... no enclose text w/ object. Any other suggestions?
