How about an option in the layer dialog to "copy and rename" multiple layers.
ex.
I have all my layers, colours, and ltypes set up in a drawing and the boss wants an "option 2" . So now I need all those layers, plus another set for the new option, preferably with the same names and a "-opt2" suffix.
