Let's say a workset was created and is not checked to be visible by default in all views. Later down the road it is determined that this workset should actually be visible by default so that it isn't necessary to have to turn on the workset's visibility every time you open the file. Is there a way to change the visibility default of a workset other than deleting it and creating it again?

You just need to be a tad bit clever.

1. Create a new workset which i visible by default in all views.
2. Delete the workset not visible in all views. As you are deleting you will be promoted for a workset to move all existing objects to (or deleted along with the workset.) Select this new workset for the existing objects.

This works well for going the other direction too.

(...maybe I can get tip-o-the-month for this one.)
