Fields in layout tabs not updating when using the Publish command

I am using the sheet set manager and also have multiple tabs in each file. I have made fields in my view label block and set my fieldeval to 31. but if i try to publish to pdf from the sheet set manager, the viewport scale in the view label will not update and i get the #### plotted. when i open the tab, however, the field updates fine. I tried updatefield, all - but that only works on the current open tab.
do i need to open every tab before i plot every time?

Have you check to see if the Field Update Settings are set to update when plotting. To check go to options under the User Preferences tab. Then click on the Field Update Settings button.

If that is already check or made no difference when you did checked it on, maybe change publish to not works in the background. In options under the Plot and Publish tab. Look for Background processing options. If Publishing is checked on, uncheck it.
