These aren't solids. Before you use the UNION command these shapes must be EXTRUDEd. UNION only works on Solids not polylines.

I just EXTRUDEd the shapes 5 units and UNIONed them.

For some reason when I do the same thing I get this error msg.

To bypass this, eXplode the regions, trim off the common parts and Pedit/Join/ the rest. Extrude.

Union normally works fine with regions but in this case it doesn't. If one region is moved slightly to the side, the Union operation words fine.

I reproduced the drawing and had no problem unioning the regions.

This is a common error in AutoCAD calculation with huge coordinates and calculation fuzz.
My workaround is to temporary scale the objects 0.001, do the manipulation and then rescale 1000.
Is that not enough I move the objects closer to 0,0,0 do the manipulation and move back.
A combination of the workaround will almost always help.
Use a help line to snap, to find the scale and or move vector.
