1 Viewport, 4 Layers, 4 Scales and a Dynamic Block

Sounds like a new sitcom on upn. Actually I need help with a lisp, one that
looks up the viewprt scale, changes the layer to fit the right display
scale, & inserts the block to the right scale. Can it be done? Thanks for
any help I get.
