Toolbars keep moving around

I have a user that has been complaining about his toolbars moving around. The ACAD Object Properties toolbar (with the layers pulldown in it) keeps moving from third row from the top to the far right of the first row.

He is using ACAD 2002 with Win2000Pro.

We have tried using QuikPik to lock the toolbars but that doesn't work.
