Can you create a photometrics plan in revit?

No, Systems does not do photometrics....it doesn't do point-by-point calcs either. It does an estimated illumination value based on the Lumen method. Your best bet would be to export to 3d autocad, do not export as 3d solids though. You can then bring it into AGI or Lumen Designer from there....
With the release of Beta 3, there is a direct link to IES<VE> which can also handle lighting. (It's a pretty intense energy modeling software with various capabilities)
Which goes to show me that possibly in the future it'll be able to handle photometrics.
