Can you configure a tool bar, through the cui, across platforms of Acad - Acad Mechanical 2006 -Acad Mechanical Desktop?? As an example, the "fasteners" tool bar is in Acad Mechanical but not plain Acad. Can the Mcad tool bar be active in "vanilla" Acad?

As far as I know, no you cannot - you can only have active what is available in the program.

I second that notion from a 2007 standpoint.
I was able to get the igesin and igesout tools to work
within vanilla 2006 from mdt. I had to load a partial profile
from mdt. All you need to know is where the files are stored
within the MDT direcetories and load them.

When I last used it (a few releases back) Mechanical Desktop could be run as AutoCAD Mechanical or as vanilla AutoCAD - the differences are largely in which menu is loaded so, provided you have Desktop installed, loading the Desktop menus into acad pretty much means you are running Desktop. Why not just run Desktop?
