I think that would be determined by where your family is saved and the restrictions placed on that location. I know I've caused other users editing problems by saving families to a drive only I could get to. You could do this on purpose and then only people with access to the location could save changes.

Place them on a network drive and make that location "read-only". If one of the users needs to modify that particular family for a particular project, have him save the family as in the job folder where he has proper read-write access.
