Get a copy of Land Desktop or MAP
as these applications will export/import directly DGN files.

MJ, this might be true, but, honestly, for most design houses it isn't practical or even necessary to migrate to a vertical product.

I would have to ask the user a few questions;
like how often do they need to do this operation?
Is their primary work with Civil Engineers?
I tmight well be justified that this user should
have a copy of the vertical product for ease of translation
and functionality without the bother of maintaining the
current or correct Object Enablers.

Most importantly, as I am NOT an AutoDesk vendor
nor do I sell the product at all my suggestion is based
on what I would consider the best case scenario, in that
they would be maintaining a uniform software interface for
the end user, from a productivity and administration
point of view staying within the AutoDesk family of
products would fit those requirements.
