Program that can take a 3 form polyline shape and flatten it out

Does anyone know of a program that can take a 3form polyline shape and flatten it out to see what the part looks like in flat elevation.????
For example taking an arc and flatten it out to be a straight line.????

I am working with tubular structures that need to be turned into
a flat blank. I haven't figured out how to do it inventor, but I do know
that any 3d modeling software can do what you are asking (ie. catia).
