Multiple Drawing Layer Translate

Does anyone know how to translate layers from one dwg to multiple drawing that are closed?

You could write a script that runs the command lman and imports layer settings.

I quickly looked into importing layer states in the layer dialog, but it doesn't seem to import new layers, only changes the state of existing layer (this is in 2004, so it may have changed in 2005, but you can looking that too)
