Prevent Block from bringing in Annotation Scales?

Is there any setting that will prevent block from bringing annotation scales into the drawing with them? The problem is we get a drawing with the annotation scales we want all setup, then insert a block from a previous version and it brings a bunch of unwanted annotation scales with it. Is there a variable or something from prevent these annotation scale from coming into the drawing with the block?
