parcel segment labels will not flip

When I right click on a parcel lable I don't get the option to flip it. It also has no grips associated with it. The only grips that show up are the ones at the endpoints of the segment.

What is going on?

never mind....
you now have to use the ctrl key while left clicking the parcel lable to edit.
