layer merge - batch

Is it possible to batch map multiple layers ‘by color’? In other words, I would like to convert all of the blue layers (and forced blue objects which are not 'by layer' ) within multiple files to one common layer? Possibly a routine which I can run overnight on a entire folder of drawings.
