Is there any way to break a level line visually across a view like you can with a section cut (see attached)? Specifically I am look to do this across the exterior building elevations and did not seem to see that there is away to control it via its element properties or the by using the object style or even the Edit line work tool.
Has anybody tried to do this or even know if it is possible?

Levels cannot be split like sections.
You couls create an annotation family, place it there and then shorten the level.I donbt think its worth all the efforts.

Actually, if you want to break a level line, you could short the level line you want to break, go to the drafting tab and draw a line in the same level but apart from the level line, so you have a space between the end of the level line and the new line you drew (this would be the other part of the level). Then make the new line the same style of the level (center line or whatever it is), also you could lock the new line with the level line so when you move the level line, the new line would move too.
I hope this works.

If I had to guess, though, I would bet the OP wants the level annotation to show at each end, but break in the middle.
Yes it would be nice to have that, as well as the ability to break grid lines. Those would help clean up plans and elevations A LOT.

you can make a spot elevation style that you could spot the end of the line. this way if the level changed the line (if constrained) would move and the spot elevation would change.
I do this for datums like u/s beam etc where i dont want a new level, but want the datum to look like the level line.
