Working with the NCS?

Questions?
How difficult is to work with the NCS? do you get PDF files or dws, dwt Templates when someone purchases the NCS?
How difficult is to set up the Standards? or to create the files to implement the Standards?
and also be able to work in 2D and 3D and automatically have the layering implemented with objects and lines and not have to look for the layer eveytime you need work with something.
Is that all posible?
Would it be nice for someone to create a DWS and a DWT files for everyone to use?
how much would that be worth?
Why can onyone share?
