Topology Check

Hai all,
I have a problem, I am creating a Polygon Topology with parcel names inside Polygon,
but Where I cannot insert name in polygon I am using a arrow (having insertion point ) inside polygon and name of that parcel outside,

When I run Topology tool it is showing error in both polygons,
I there anyway a tool to take arrow point and parcel name can be treated in the small polygon and ignore the two in the bigger one?

Pl help me
