Loss of mouse right-click options

I have lost the ability to use my right-click to bruing up my shortvut menu. It can still be used as Enter during a command. I have checked User Preference-->Right-click Customization in the Options, and it is set correctly.

I'm having the same problem. Anybody have any suggestions?

do you have any right-click options set in the mouse properties in Control Panel? I noticed my mouse software allows for 'program specific mouse buttons' and that caused no end of issues.
