Do we need Activation code to Deploy cab file on the Web server?

I am working on Navisworks Manage 2009. My Html page works fine when I run it outside my Web Application/IIS. But if i try to run the Same page from my .net Application It does not load the nwd file but it loads the activex(But i'm not even sure about it.). Is it because i have not got my Activation Code yet or something else?
If you have any suggestions or any solution for plz tell me.

If you are attempting to provide some sort of viewer to clients without the clients having the software, I don't think you will find any success. Either a full version of NavisWorks, or the NavisWorks Freedom viewer is going to need to be installed on the client's machine.
