Why are some of the dimensioning tools greyed out?

This is in Autodesk Design Review... I have been playing with creating and trying out DWFs with the intent that the record copy can be measured off of... but the tools are limited... and currently when I plot the DWF's I only have "Length", "Poly Line" & "Area" available and the other dimension tools are greyed out...

any idea why this is and how I can make these become available?

Those other tools are only available when a 3D DWF is loaded.
