Annotative Bugs

I have 3 annotative scales assigned to annotative text objects and annotative linear dimensions. When SELECTIONANNODISPLAY SysVar is set to 1 or ON, alternate scale representations are shown when I select annotative objects; however, when the ANNOALLVISIBLE SysVar button is toggled on, I don't see the annotative object(s) displayed at their non-current annotative scales in either Model Space or on a Layout with 3 Viewports scaled to their respective annotation scales. What could be causing this problem?

AutoCAD Help offers incomplete explanations for the ANNORESET & ANNOUPDATE commands. What are their purposes?
