Which works better for layer management from project to project, lisp routines or layer manager?

This would all depend on how 'standard' your standards remain
from project to project. If your standards are stable then Layer
Manager should perform better than lisp.

I prefer the Lisp route simply because of the customization that we do here. I set the standards in the routine, or have the routine read an INI file when switching from one standard to another. That way, the users don't have to think about making sure things are done on the correct layers, linetypes, etc.. they just spend their time designing and not wasting time on standards. No need to check to make sure somethings drawn on the correct layer, import a LAY file or anything like that. They select the block from the toolpalette, insert it and set the rotation. For Text, that is set in the menu before the text command is issued. Linework is done by type (sewer line icon is selected or SWRL command that sets the layer before issuing the line or pline command). All we do is Civil and Surveying, so there is not too many choices. If you are a multidiscipline firm, I would look at the app the ACOE has available on their website. It is free and helps keep layer settings conforming to the National Cad Standards (V2 - I believe). Then, make sure you have the standards checker do a batch check at night so the users have a list of things to fix when they first come in in the morning (if anything).
