Retain Smart Tag on/off setting

Description: Smart tags can be turned on/off via a toolbar toggle. Whenever Review or Manage is closed or a new file is opened this defaults to off. Its only a minor headache but having to turn it back on every single time is becoming annoying. If this would simply stay in its last setting when the program is closed or another file is opened, or even if the setting is retained as part of the workspace, it would make things easier.

How Used: Default on/off checkbox in the global options, alongside the "Hide description" toggle
