When showing a vertical dimension and the numerical characters are oriented in a vertical plane, i.e. starting at the bottom, for example, 21.500" with the 2 starting at the bottom and the dimension ending with 0 at the top. How can I reverse the characters so that the dimension starts at the top, i.e. 2 at the top and ending with the 0 at the bottom.

It is usual for text to be read from the bottom of a drawing or the right hand side hence the orientation you describe. To get what you want try rotating the UCS 180deg
