When I click on my format layer command to create a new layer, the drop down box is nowhere to be found - HELP !!

When I click on my format layer command to create a new layer, the drop down box is nowhere to be found - HELP !!
What do you mean by "format layer" command?
Do you mean the layer command?
What happens if you type ._layer on the command line?

I go to the main header line & choose "format" & i get a dropdown list. the first line says "layer" Normally I click on it & a window/box comes up showing all my layer #'s, colors, & state. I then usually make a new layer there & change the colors etc. Now I get nothing & Icannot do anything until I press the esc key. Same thing happens when I type layer in the command line. I had this happen once before & someone wrote me that the proplem is that the window is off the screen & I just cannot see it. He gave me a simple way of getting it back. Stupid me --- Failed to write it down.

Ahhh, now I understand.
Yes I know what you mean, but I don't have the solution for you.
I've read posts where someone has dual monitors and they "loose" dialog boxes.
Maybe you can search the forums for "lost dialog box"?
