Is there a way, or a tool, I can use to plot AutoCAD drawings from, say, a bash or windows command line? I am trying to build an automatic drawing plotter.

Using either AutoCAD or Trueview, the publish command is about as automatic as it gets.
I'm not aware of any (publicly available) tools for batch plotting, with the exception of Acroplot (plot to PDF only).

Uh... I'm not sure I understand the question. I've worked with a few 3rd party batch plotters and they all were comparable to the AutoCAD Publish feature. How much time are you wanting to save? Do you not have an Autodesk product on you machine?
I want to write a script that will automatically plot drawings that were modified recently to images and publish them to a web page. There is a Perl module called Drawing::IO that I might dive into, and there is a paid application called AnyDWG DWG to IMG Converter Pro for $170. One of these might be good enough, though I was hoping for easy and free, not one or the other.
I understand your pain. Sometimes automating can be a real pain. The only thing that I can offer is something that you probably have already tried. If you use Publish in AutoCad, and then go to Publishing Options, there is an option for publishing .dwf's to an FTP site using Buzzsaw. You will have to use .dwf's, and a conversion software if you want a .pdf (or something else). Probably not what you want, but it is an option.
