Is there a simple way to join lines and arcs to make a solid splines to extrude shapes?

You can convert two splines into a single spline by:
1.) clicking one of the splines you would like to connect,
2.) in the Modify panel, under the "Geometry" rollout, click the "Attach" button (will highlight yellow),
3.) click the spline(s) you want to add,
4.) "un"click the "Attach" button.
If you would like to connect the ends of the splines (they must be editable splines; if you have arcs, convert them):
5.) Go to the vertex subobject mode of the spline you just joined
6.) slect the vertex of one of the ends of the spline.
7.) click "Connect" (will highlight yellow)
8.) click the vertex you want to join, and drag to the vertex you want it to connect to.
9.) unclick "Connect".
These instructions are really for Max, but I think it still applies.
