Circle @ 9 o'clock intersection, radius 400.
Circle @ int of R400 circle and R442 arc, radius 300.

I'm not sure exactly what you mean without larger context. Is this a mounting hole pattern? If it were a one of a kind part to be fabricated on a machine tool, I would use ordiante, or baseline dimensions. In a previous life I was a machinist, and this is the way I would have preferred it. Depending on the precision required Geometric tolernaces may be required.

yes, this is the tapped hole pattern on the turbain case,
when I got a drawing sheet, Im little confused, bcz how can i measure, but the workshop guys are solved my problem. they show me how to draw the circles on the job with divider.
