Default Custom Contextual Ribbon Category possible with .NET?

I'm looking to see if anyone with some .NET knows a way to make a new category to put into the Contextual Ribbon list.

I would like to use the Block option, but just to look for a certain block name.
Example would be for a Title Block and Border.

I would like for a user to select the Title Block, and all tools related to the Title Block (Client properties, Border Type, Date Stamp, Revision Tools, Addendum Tools.... The list can go on)

Can any one think of a way to do this? It would be the same as the Block/Reference Ribbon, but using a filter, by name, to bring up the newly created Contextual Ribbon.

That is a great idea, but I don't see how it can be implemented in the current object model.
