I create a ceiling with various level in a room and I get difficulty in placing lighting fixture onto the ceiling. It just snap to one level of ceiling. When I try to place it to the different level, it doesn't appear. Any suggestion?

Use the temporary hide/isolate command to isolate only the ceiling you want to place it on.
Not sure I'm reading your thumbnail correctly, but it looks like the donut shaped ceiling is suspended below the upper ceiling, & the upper ceiling passes over the lower ceiling.
If it's the upper ceiling that you can't place the lights, check your view range & make sure the upper ceiling falls within it. If that's not the case, try adjusting the view range to exclude the lower ceiling, place the lights, & adjust it back...
Or go to a wire frame 3D view so you can see what plane the lights are snapping to.
Ok, my qyestion is gonna look stupid but if you cut through that ceiling, wha does it look like ?
