Difference between Reference lines and Reference planes

What is the difference between Reference Lines and Reference Planes, in terms of what they are used for?

Reference lines can have rotational/angular parameters associated with them. Reference planes can't.

Reference lines have actual end points you can constrain too and multiple work planes you can attach geometry too.
