Default Flip Family Instance based on work plane?

I'm attempting to flip a line based generic family. Within Revit I see the up and down arrow symbol and when I hover over them I see "Flip Work Plane". When I load this into the RvtDbg tool. I see the flip options are listed as false. So it doesn't appear to me that I can flip this via the api.

Any thoughts on this? I've uploaded a crude sample.

    Thanks Sage
