    You have to own both worksets (from/to), or be the only one in the central.
    In the properties of the element you will see the workset parameter.
    Change it in there.

    This brings up the issue in the other posts "visible in all views".

    Changing worksets post creation can be cumbersome.

    If you make the element editable, then you can change it's workset.

    So right click on the element and make editable and then in the element properties, you can change the workset.

    If you want to change many elements without having to do it one by one, then you have to do what jrobker said and own the workset.

    You can also delete an existing workset, in which case you will be prompted to either delete all elements in that workset or move them to a new workset. This works when you want to move everything from one workset to another. However, I've found that it sometimes won't work if you're moving electrical stuff that is already circuited.
