Default Attribute text size scales different between 2009 and 2008

I created a dynamic block with an attribute in 2009 and put it on a toolbar for a colleague to use. When I insert the block it comes in perfectly, but when he inserts it the text size jumps from 6" to 72'? He uses 2008 and I had him open up 2009 on his machine and it inserted correctly at 6". The obvious solution is to have him use 2009, but he is stubborn and 2009 is slower (another subject altogether). Does anyone have any idea why the same block created in 2009 would scale differently when inserted in 2008. Both of our drawings have the annotative scale set to 1/8" = 1'.
    Thanks.

Could it be the units are setup differently.
    72' x 12 = 864/6 = 144/12 = 12
    that looks awfully suspicious
