    The further we improve Revit, the better. I would benefit from this API mod. Sounds like a novel idea.

    Could you make a program to allow Transfer Project Standards to include the Family (and Shared) Parameters to send the them from one family to the next?
    For my application, that would be superior to having to load them into a project.

    There's already a tool to do this. It's an extension free to subscribers called "Shared/Project Parameters." You have to organize your families into separate folders per common set of parameters (for us it was based on which schedule they appear in), then from inside Revit activate the extension, set up the list of parameters, including Type/Instance and category, specify the relevant file directories, and run it. As long as none of the parameters you're trying to load already exist in any of the families, it'll work like a charm. Still a bit tedious, but far better than loading each family individually.
