Default ARXLOAD fail during startup for aeccapp.arx

Here is the error message generated on my 64bit win7 system that has been occuring since the LDT09 SP3 update was installed. Here is a copy of the exact string.

    Initializing.........Done.

AutoCAD Express Tools Copyright © 2002-2004 Autodesk, Inc.

    AutoCAD menu utilities loaded.
    C:\Program Files (x86)\AutoCAD Civil 3D Land Desktop Companion 2009\aeccapp.arx
cannot find a dll or other file that it needs.
    ; error: ARXLOAD failed

I have been able to workaround the issue of LDD not initalizing by using my older machine which was still located in my station. That has since been donated, so now im up a creek without a paddle.

I know I can re-install or do a Windows Restore to the pre SP3 date, but I am looking for a quicker fix hopefully

That usually happens when there is a path missing from the search paths in Options. Do you have a path pointing to the %installfolder%\FDO\bin ?
