Text Size By Drawing Set UP

I am trying to set the text size for alignment labels. Right now when i set the Drawing Scale the text does scale appropriately to the new scale. The problem i am having is that the base text size is 0.1, so at a scale od 1"=40' the text will come out at a size of 4. What i need to do is set it so that the base text size is 0.125, so at the 40 scale my text would be size 5. How do i set this up?
