really dumb question

Hello, I use AutoCAD 2010 electrical and regular AutoCAD 2010. I'm trying to set up my toolbars in regular AutoCAD the same as my toolbar in AE2010. For the life of me I can't seem to be able to get the toolbar that has file, window etc. NOT the tabbed toolbar but the toolbar that would normally be in most any program.

Can anybody help?

what about Standard? or are you referring to the menu bar?
