I have two drawings open in the one autocad session. Both have the same text style, one displays text symbols e.g. dia, degree etc OK the other just shows a "?" instead of the symbol.

Not if the text styles are exactly equal. Remember ACad's Text Style is not the same as a font. Type the style command and see how the 2 DWG's styles differ.
If you want ACad to check this automatically, saveas the correct DWG as a DWS file. Then in the incorrect DWG start the standards checker (Tools --> CAD Standards --> Configure...). Click the plus button & browse to the DWS you saved & click Open. Back in the Configure Standards, open the Plug-Ins tab and ensure only the Text Styles plugin is selected (otherwise you'll get all other differences). Click OK. Then start the checker (Tools --> CAD Standards --> Check...). It should show you each difference in the text styles (per style).
I'd think the most obvious possibility would be that you're using the \U+00D8 instead of %%C. Some fonts may not have the Ø (Latin Capital Letter O With Stroke), especially SHX fonts.
