Assuming that you didn't use the migration tools, and that both files are untouched...... copy your custom stuff from the bottom of the 2010 file and paste it into the 2011 file.
FWIW - We just use the same PGP file every year, so I copy the entire file over. We may update from the new file every 3 or 4 years...), but we don't use any external commands defined in there, and the vast majority of command shortcuts that we use are defined using lisp. In other words, yes I know I may be missing some new items each year, but it's not causing us any harm.
Lastly, it doesn't matter if you have multiple .pgp files in the support file search path, AutoCAD will load the first one it finds, and only the first one.

And I agree with you that would be simple by using the same PGP file every year - this was what I did for the last 5 years.
But now I think Autodesk may have already added more new command shortcuts to the v2011 since v2005. So thinking of switch to v2011 safely.
BTW, I personally don't like to use the migration tools. The one click may bring you the things unexpected while you are blinking.
