I can't create parcels my home tab is messed up

I am trying to create parcels by the create design panel is gone does anybody know how to bring ti back up?

Try changing back to the Civil 3D workspace.
Or, right click on any tool in the ribbon and make sure the Create Design panel is toggled on.
